Over the weekend, the Mbogo Clan Chiefs who were attending a thanks giving ceremony for their leader Gajuule Kayiira Kasibante were dispersed after being teargassed when they gathered at Magulu in Zigotti town on Saturday. Apparently the police commanders for that region have started yielding from their acts as the saying goes, “What goes around comes around”. The Inspector General of Police (IGP) Martin Okoth Ochola has transferred two major commanders despite the apologies they allegedly issued to the Police and the Buganda Kingdom. One who has been Regional Police Commander (RPC) for Wamala region that constitutes Mityana, Mr. Bob Kagarura has been transferred to Bukedi North and his counterpart the Mityana District Police Commander (DPC) Alex Mwine has been sent to Hoima. The Civil Aviation Authority (CAA) has issued guidelines/ Standard Operating Procedures (SOPs) to be followed by passengers as Entebbe International Airport is on the edge of reopening. The reopening comes after the airport has been closed for six consecutive months. Among the crucial guidelines in the SOPs, all the departing passengers will be required to present authentic COVID-19 PCR test certificates issued 120 hours before travel. Each candidate/final year student will receive two face masks as schools reopen according to the ministry of education and sports. This  was said by the permanent secretary for ministry of education and sports Alex Kakooza while addressing journalists on Thursday at the Uganda Media Center. Recently president Museveni while addressing the nation declared that finalists at all levels were to go back to school and higher institutions of learning on 15th October 2020 and outlined guidelines to be followed by school owners and parents. Kakooza said that as a ministry, they agreed with the government to provide at least two face masks to each learner. However, learners should also go along with at least one more face mask. According to the ministry of education, the total number of finalists in Uganda stands at 1.2 million which is less than 10% of the total number of learners in Ugandan schools which is 15 million. A juvenile (aged 15 years) who was being detained at Kawempe Police Station over allegations of rape has tested positive for COVID-19. According to the spokesperson for Kampala metropolitan, Patrick Onyango, the accused was arrested over allegations of defilement of a three year old girl. “Investigations on the case were carried out and concluded that the suspect committed the wrong,” said Onyango, “he was then remanded to Naguru Juvenile Remand Home.” The officials at the Remand Centre demanded for a COVID-19 test certificate of the suspect before he could be admitted.
