Museveni Appoints Former “Hunter of Terrorists” in Somalia to Police Ahead of 2021 Elections

President Yoweri Tibuhaburwa Kaguta Museveni, the Commander in Chief of the armed forces has made drastic changes in the Armed Forces and Police that have seen the former head of the UPDF AMISOM Contingent in Somalia Maj. General Paul Lokech appointed to Deputy Inspector General of Police (IGP) and First Son Lt. Gen. Muhoozi Kainerugaba bouncing back as the head of the Special Forces Command (SFC) that is charged with the President’s personal security.

According to the changes announced on Wednesday, Lt.Gen.Muhoozi Kainerugaba who has been the presidential adviser of special operations has returned to replace Maj. Gen.James Birungi.

The last time Muhoozi was at the helm of the Force was in 2017 when he was replaced by Maj.Gen.Don Nabasa.

“Lt. Gen. Muhoozi Kainerugaba is appointed commandant of SFC but will also retain his appointment as senior presidential advisor handling the security issue he has been handling,” the message by Gen. Museveni read.

Maj.Gen. Paul Lokech who has, until recently, been in South Sudan on a special assignment to monitor on behalf of the guarantors of the South Sudan peace process, the assembling, screening, demobilization and integration of the armed forces of South Sudan was appointed as the new Deputy Inspector General of Police to replace Maj. Gen. Muzeeyi Sabiiti who has been sent to the army general headquarters in Mbuya for redeployment.

Maj. Gen. James Birungi has now been sent to South Sudan to replace Maj. Gen. Paul Lokech.

The deployments that take immediate effect have left Afande John Martins Okoth Ochola at the helm of the Police as the Inspector General of the Uganda Police Force.
