The Speaker of the Parliament of Uganda Rt. Hon. Jacob Oulanyah has blasted Members of the 11th Parliament for making unresearched and baseless submissions.
The Speaker maintains that debates in the Parliament must be evidence based and legislators without facts will not be allowed to debate on the floor of Parliament.
While overseeing his maiden sitting as speaker, Oulanyah said it is unfortunate that some MP’s waste parliament’s time with half baked submissions which he termed as a disservice to the electorate.
The Speaker used the time in the house to lead the legislators in observing a moment of silence in honour of Lt. Gen Pecos Kutesa and Maj. Gen Paul Lokech, who passed on last week.
Oulanyah also took time to introduce the new Clerk to Parliament, former Defense Minister Hon. Adolf Mwesige to the House.
