Hot tempered Speaker of Parliament, Hon Rebecca Alitwala Kadaga today held an emergence press conference to clear out her stand over the court’s directive to MPs to return shs 10b they allotted themselves as COVID-19 facilitation.
The angry speaker said that the Judiciary and Executive are staging an attack on Parliament something she wont sit back and watch.
The Speaker together with the parliamentary commission spent all day in a close door meeting discussing the controversies surrounding the shs 10bn given to MPs.
This comes hours after president Museveni described the shs 10bn to MPs as immoral and irresponsible.
Kadaga also wondered why the public uproar is more directed to MPs rather than the whole Shs 304bn supplementary budget. She said that on top of the 10bn given to MPs, the Office of the President was alloted shs 15bn, Office of the Prime Minister 69bn, Ministry of health 94bn.
The angry speaker also revealed how the High Court Judge Esther Nambayo connived with the Ntungamo Distric legislator Gerald Karuhanga to undermine the powers of parliament.
“Now its the judge appropriating money from the court? The appropriation of the money is by parliament and that’s what the constitution says. This is an attack on parliament by the judiciary and executive”, the fire spitting speaker told our reporter.
The speaker also instructed MPs not to follow court orders but rather follow guidelines as they were earlier set up by parliament on how the money will be spent.
“I want to assure Members of Parliament that they shouldn’t panic, just follow the guidelines we issued,”, Kadaga instructed MPs.
