Tough Talking Maj. Gen. David Kasura-Kyomukama Takes Office as New MAAIF PS

The Ministry of Agriculture, Animal Industry and Fisheries (MAAIF) has welcomed the new Permanent Secretary Maj. Gen. David Kasura-Kyomukama who is taking over from Mr. Pius Wakabi.

Maj. Gen. Kasura-Kyomukama was appointed to the office by President Museveni in a recent reshuffle of Permanent Secretaries that saw other new entrants Lt. Gen. Joseph Musanyufu and Dr. Ramathan Ggoobi take over Internal Affairs and Finance respectively.

Before his appointment to MAAIF, Kasura-Kyomukama has been Director of the National Leadership Institute (NALI) in Kyankwanzi where he had served for over a decade.

His predecessor Mr. Wakabi had been PS since 2016.

Speaking at the handover ceremony, the tough talking General warned anyone that would work to undermine his agenda to transform the Ministry with their mission “to transform subsistence farming to commercial agriculture” at heart.

“The first thing that anyone who knows me should understand is that I have an agenda. I am an agenda-driven person. I have a direction and to implement this agenda, I use three methods; the first one is to persuade, the second one is to try to influence. When these two fail, I don’t want to say the third one because you know it.” Maj. Kasura-Kyomukama said.

Quoting English writer Aldous Huxley, Lt. Col. (RTD) Bright Rwamirama, the State Minister for Agriculture, Animal Industry and Fisheries (i/c Animal Industry) said that “experience is not what happens to a man. It’s what a man does with what happens to him.”

“We want to take this opportunity to welcome you Ndugu David (Kasura-Kyomukama) and to assure you that this team here is a good team and we shall work together for a common good. Where they make mistakes, caution them and where he makes a mistake please (also) advise him.” Rwamirama said.

Agriculture remains the major source of livelihood in Uganda as according to the Uganda National Household Survey (UNHS) 2016/17, the bigger proportion of the working population is engaged in agriculture, forestry and fishing (65%).

The Ministry overlooks 4 Directorates and 7 Agencies including among others the National Agricultural Research Organisation (NARO) and the National Agricultural Advisory Services (NAADS).
