A Former Ministry of Works Engineer Who Played Dead to Escape Prosecution has Denied Charges of Abuse of Office

A former Principal Engineer with the Ministry of Works Mr. Robert Kakiza who faked his death 9 years ago to escape prosecution for Abuse of Office in relation to a Shs 4.2 billion loss. 

The said amount was meant to procure 70,000 bicycles for Village Chairpersons. Mr. Kakiza has denied any wrong doing before the Anti-Corruption Court in Kampala.

Eng. Kakiza says his role in the said procurement was to inspect the Bicycles after delivery by AITEL (Aman Industrial Tools and Equipment Ltd) and the fact that there was no delivery he cannot be culpable for misups of other experts who ordered payment for undelivered goods.

The said bicycles were to be supplied ahead of the 2011 general elections for Political Mobilization.

Eng. Robert Kakiza was indicted together with six others including the former PS Ministry of Local Government John Muhanguzi Kashaka who is now serving 10 years imprisonment at Luzira for causing Government the said loss.

In 2012, a death certificate of a dead Kakiza was presented to presiding Judge Lawrence Gidudu;  only for him to be arrested in April 2019 by the State House Anti-corruption Unit headed by Col. Edith Nakalema following a tip off from a whistle blower.

Eng. Kakiza is now undergoing trial and Justice Gidudu has adjourned the hearing of this case to 30th October, 2020 to sum up the entire evidence for the Court Assessors to give their Opinion before Judgement is delivered.
