Justice Lydia Mugambe Ssali Appointed New IGG

After close to a year without a substantive head of the institution, the Inspectorate of Governement is set to get a new boss.

News reaching our desk indicate that President Museveni has named High Court judge Lydia Mugambe Ssali as the new Inspector General of Government (IGG).

Justice Lydia Mugambe will replace Lady Justice Irene Mulyagonja, who was appointed to Court of Appeal bench last year.

Last month Civil Society Organisations led by Action Aid International Uganda (AAIU) protested against the absence of a substantive IGG and called the government and the president to appoint a new and substantive IGG.

They said that the lack of a substantive IGG has greatly affected investigations into corruption cases in the country.

Much as many were saying that Lt. Col. Edith Nakalema had done a great job, political analysts had warned that the Nakalema Committee doesnt have any legal backing to support its work.

Who is Justice Lydia Mugambe?

Justice Mugambe has been High Court Judge since May 2013, working at both the civil and criminal divisions.

She is an alumna of the University of Pretoria where she studied and obtained an LLM in human rights and Democratisation.

She also graduated with a second LLM in International and Intellectual Property Rights Law from Lund University in Sweden.

Previously she briefly worked as a Magistrate in Uganda, a legal researcher at the International Bar Association in London, UK and as Legal Counsel at the United Nations International Criminal Tribunal for Rwanda in Arusha, Tanzania.

She went to Makerere University for her Bachelor’s in law and the Law Development Centre for the Bar Course.
